TORONTO: The next scheduled meeting of the Toronto Police Services Board will take place on July 29, 2021 at 9AM.
Given the current COVID-19 pandemic, and to protect the health and well-being of all involved while adhering to provincial and Toronto Public Health orders and guidance, this Board Meeting will proceed as a virtual meeting. CORPORATE RISK MANAGEMENT ANNUAL REPORT – 2020
The Board will consider the Chief’s annual Corporate Risk Management Report, encompassing information on public complaints, civil litigation cases, charges laid under the Police Services Act, incidents of use of force, Special Investigations Unit investigations, suspect apprehension pursuits, and the Service’s Early Intervention Program. The report also highlights the achievements of Service members, as recognized through various Service awards.
NEW BOARD POLICY ON BUDGET TRANSPARENCY
The Board will consider a report from Ryan Teschner, Executive Director and Chief of Staff, recommending approval of a new Board Policy on budget transparency. The policy, responding to one of the 81 recommendations for policing reform approved by the Board at its meeting of August 18, 2020, codifies a number of important shifts and enhancements to the budget process that were developed and implemented in recent years, and introduces new requirements to increase transparency and accountability in police budgeting. If approved, the proposed Policy will support providing members of the public with opportunities to view the budget, understand how their tax dollars are used to enhance community safety, and provide meaningful input into the Service’s budget development process.
DIVERSITY IN HUMAN RESOURCES
The Board will receive a report from Chief of Police James Ramer reviewing the progress made by the Service’s People and Culture pillar in achieving greater diversity within the Service, as directed by the Board as part of its 81 recommendations for policing reform. The report follows up on the preliminary report received by the Board at its November 2020 meeting. The report reviews progress and results to date in initiatives to drive greater diversity in human resources across five themes: building community trust; governance and process change; training and leadership development; strategy and resources; and, data and monitoring. The report also lists next steps in each of these themes.
2020 TRAINING PROGRAM
The Board will consider the Chief’s annual report on the Service’s training program. The report includes a comprehensive list of all training delivered by the Toronto Police College, as well as a review of the effectiveness of three sample courses: the X2 Taser User course, foundations of leadership, and the body-worn camera course. The report also highlights areas where courses offered at the Toronto Police College have continued to evolve in order to address the Service’s and the community’s needs.

The Toronto Police Services Board is the civilian body responsible for governing the Toronto Police Service. The Board is responsible for ensuring the provision of adequate and effective police services in the City of Toronto, setting priorities and objectives for the Toronto Police Service, approving the annual police budget and selecting the Chief of Police.
