Complaints
Members of the public may file complaints about:
- the conduct of police officers,
- the adequacy and effectiveness of policing provided by the police service, the procedures of the police service, or the policies of the Board,
- the conduct of special constables, or
- Members of the Toronto Police Service Board.

Complaints about the Conduct of Police Officers
Complaints about the conduct of police officers can be filed either formally or informally.

Complaints about the Adequacy and Effectiveness of Policing Provided by the Police Service, the Procedures of the Police Service, or the Policies of the Board
Complaints about the adequacy and effectiveness of policing provided by the police service, the procedures of the police service, or the policies of the Board can be filed with the Inspector General of Policing.
Complaints about the Conduct of Special Constables
Any member of the public may make a complaint about a special constable in one of the following ways:
- In person at any Toronto Police Service station and speaking to a supervisor; or
- By calling any Toronto Police Service station and speaking to a supervisor

Complaints about Members of the Toronto Police Services Board
Board members are governed by a Code of Conduct which establishes a minimum standard of conduct for Board Members. For example:
3. (1) A member of a police service board shall not conduct themselves in a manner that undermines or is likely to undermine the public’s trust in the police service board or the police service maintained by the police service board.
9. (1) A member of a police service board shall not, in the course of their duties, treat any person in a manner that the member, at the time, knows or reasonably ought to know would contravene the Human Rights Code.
10. (1) A member of a police service board shall conduct themselves in a professional and respectful manner in the course of their duties including, without limitation, not using abusive or insulting language in the course of their duties.
21. A member of a police service board shall not use their position as a police service board member to,
(a) benefit themselves;
(b) benefit one or more persons with whom they have a personal relationship; or
(c) interfere with the administration of justice.
In accordance with section 106 of the Community Safety and Policing Act, any person who believes that a member of a police service board has committed misconduct may make a complaint to the Inspector General of Policing.
