Board Ratifies Agreement with the Toronto Police Association

Board Ratifies Agreement with the Toronto Police Association
April 25, 2025

TORONTO: The Toronto Police Service Board is pleased to announce the ratification of a new five-year collective agreement with the Toronto Police Association (T.P.A.), following a collaborative bargaining process focused on fairness, sustainability, and accountability.

“This agreement is not just about terms and conditions—it’s about recognizing the critical and extraordinary work our Service Members do each and every day, and supporting them in a strategic way that builds strength and stability for the future,” said Chair Shelley Carroll.

Earlier this week, the T.P.A. ratified the agreement. Today, at a Special Board meeting, the Board also voted unanimously to ratify the agreement.

The agreement complements the Board’s Multi-Year Hiring Plan, approved in December 2024, which focuses on enhancing organizational stability, improving response times, and expanding key initiatives like the innovative Neighbourhood Community Officer Program.

Importantly, the new agreement includes measures to enhance both recruitment and retention, ensuring that the Toronto Police Service continues to reflect the diversity and vibrancy of the communities it serves, including supports for Service families. These measures support a policing approach that is modern, strategic, evidence-based, and compassionate.

Chair Carroll emphasized the broader significance of the ratification: “This agreement reflects our Board’s continued commitment to implementing common-sense reforms, while also making significant investments to attract and retain the best and brightest Members to keep Torontonians safe.”

She continued: “It’s an important demonstration of our mutual efforts in partnership with the T.P.A. to support ongoing reforms that strengthen public trust, increase transparency, and ensure that our Members can do their important work safely, effectively, and in collaboration with communities across the city.”

The Toronto Police Service Board is the civilian body responsible for governing the Toronto Police Service. The Board is responsible for ensuring the provision of adequate and effective police services in the City of Toronto, setting priorities and objectives for the Toronto Police Service, approving the annual police budget and selecting the Chief of Police.
