TORONTO: The next scheduled meeting of the Toronto Police Services Board will take place on Friday April 28, 2023 at 9AM.

Members of the public who wish to make a deputation may register using the regular process, at https://www.tpsb.ca/meetings/making-a-deputation. The request must be received no later than 12:00PM on Thursday April 27, 2023.
Hybrid meeting format and associated public health guidance
The Board’s meeting will proceed as a hybrid meeting. This is consistent with recent changes by the City of Toronto in the way it is holding its City Council and Committee meetings. We ask that individuals attending in-person consider the guidance provided by Toronto Public Health that “[m]asks are strongly recommended in indoor public settings.” As a result, the Board is recommending masking and physical distancing, and especially masking where physical distancing is not consistently possible.

SWEARING-IN OF NEW BOARD MEMBER – NADINE SPENCER
Diana Achim, Board Administrator, will perform the swearing-in ceremony for Ms. Nadine Spencer, who was appointed by the City of Toronto on March 29, 2023, for a four-year term. PRESENTATION BY VICTIM SERVICES TORONTO: EXIT ROUTE PROGRAM
The Board will hear a presentation by Victim Services Toronto on its Exit Route program. This program helps to ensure that victims and survivors of human trafficking and intimate partner violence are more quickly and seamlessly connected to the supports and services they need. The Exit Route program gives victims and survivors immediate access to case managers and social workers at the point of contact with police, to provide better support during one of the most traumatic times of their lives.
TORONTO COMMUNITY CRISIS SERVICE
The Board will hear a presentation and consider a report from Chief Demkiw on the Toronto Community Crisis Service (TCCS). Led by the City of Toronto, and supported by the Toronto Police Service, the TCCS pilot program offers an alternative non-police model of crisis response that can provide both community- based mental health support service referrals and/or a crisis team mobile response from a community anchor partner for non-emergency events. As the report notes, the Service will continue to engage, share information and track progress of the TCCS pilot, in partnership with the City and the Provincial System Support Program. As the report also details, the Service is committed to better outcomes for persons in crisis, which can be achieved in part by alternative service delivery options or, in some cases, co-response with the police.
RACE AND IDENTITY-BASED DATA COLLECTION STRATEGY UPDATE
The Board will hear a presentation and consider a report from Chief Demkiw which provides an update on the Service’s Race and Identity-based Data Collection Strategy. As the report notes, Collecting, analysing and reporting on race and identity-based data is critical to achieving the Service’s goal of eliminating racial bias, and promoting fair and non-discriminatory policing services in Toronto. The report details the phased approach that the Service is taking to implementing the Strategy, the independent review incorporated into the process, and the continuous and extensive community and stakeholder engagement.
The report states that, since the public release in June 2022, the Service has been working to implement a range of action items arising from the Strategy, and to establish new mechanisms to enable a deeper and continuous engagement of community members and stakeholders throughout the cycle of data analysis to action. The Service will be providing the Board with the next update in November 2023.
