Police Board to hold Hybrid Meeting on Wednesday December 10, 2025

TORONTO:  The next scheduled meeting of the Toronto Police Service Board will take place on Wednesday, December 10, 2025 at 9:00AM. It should be noted that the Board will commence in public at 9AM before moving in camera for its confidential meeting, which will take place prior to attending to the held public agenda items.  It is estimated that the regular public meeting will resume at 1PM.

Members of the public who wish to make a deputation on an item included in the agenda may register using the regular process, at https://www.tpsb.ca/meetings/making-a-deputation.  The request must be received no later than 12:00PM on Tuesday, December 9, 2025

The Board’s meeting will proceed as a hybrid meeting.

COLLISION REPORTING CENTRE CONTRACTS

The Board will consider a report from Chief Demkiw recommending that the Board exercise its option to renew contracts with North York Accident Support Services Ltd. and Toronto East Accident Support Services Ltd. with an option to extend each for with an option to extend each contract for an additional two one-year periods.  As the report notes, the Collision Reporting Centre (C.R.C.) concept was developed in order to establish a

method for the public to report a reportable property damage or minor injury collision that

was more economical, efficient and safer than police attendance at the scene. When compared with police attendance at the scene of a collision, the C.R.C. process permits a quicker restoration of traffic flow, reduces the potential for secondary collisions and allows for effective and efficient use of policing resources.  As the report further details, in 2024, the two noted C.R.C.s, along with the cyclist and pedestrian kiosk located at 14 Division, had a combined total of 93,825 individuals reporting collisions. This number represents 60,173 collisions or approximately 85.7% of the total reported collisions in the City of Toronto, which, importantly, has allowed front-line uniform officers to be allocated to higher priority calls.

 

DONATION TO POLICE DOG SERVICES UNIT

The Board will consider a report from Chief Demkiw recommending that the Board approve a $15,000 donation to the Service’s Police Dog Services (P.D.S.) unit to purchase a new general-purpose dog.  As the report details, P.D.S. is currently home to 35 dogs that are trained across a range of specialized disciplines, including patrol, narcotic detention, explosive detection, cadaver detection and heaving heavy urban search and rescue. The report states that three of the general-purpose dogs are expected to retire within the next two years. It notes that the certification process for a new dog requires six to eight months of intensive training, and the current cost to acquire a dog suitable for service is approximately $15,000.  This donation will enable P.D.S. to purchase a new dog without having to use its 2025 or 2026 operational budgets, at a time when the unit is experiencing increasing demands in the midst of upcoming retirements.  Importantly, the report notes that due diligence has confirmed that accepting this donation poses no reputational risk to the Service or the Board. Comprehensive checks, including a review of Intelligence databases, found no concerns about the donor, who has also signed the required declaration confirming no conflicts of interest.

 

BUDGET VARIANCE REPORTS

The Board will consider a series of reports from Chief Demkiw with respect to budget variance reports for the period ending September 30, 2025. Specifically, the operating budget variance for this period notes that the Service is forecasting total net expenditures of $1,351.4M, resulting in an unfavourable variance of $12.3M, or 0.9% of the in-year budget. This marks a notable improvement of $4.3M from the $16.6M unfavourable variance projected as of June 30, 2025, and remains well below the potential risk of over $50M identified in the 2025 operating budget submission.  As the report indicates, to mitigate the potential year-end deficit, the Service will continue to actively identify opportunities to reduce expenditures and/or increase revenue. Ongoing efforts include rigorous review of premium pay usage, strategic decision-making to manage rising service demands, and addressing cost pressures from unplanned special events (e.g., Project Resolute) and other unforeseen operational needs
