TORONTO POLICE SERVICE BOARD ANNOUNCES NEW EXECUTIVE DIRECTOR

 

The Toronto Police Service Board is pleased to announce the appointment of Louis Tsilivis as its new Executive Director.

Mr. Tsilivis brings an exceptional combination of legal expertise, public sector experience, and leadership in governance, public affairs, and risk management. His skillset includes strong capabilities in dispute resolution, crisis response, risk management, municipal finance, and stakeholder relations.

Most recently, Mr. Tsilivis served as General Counsel for Toronto-based private equity real estate development company Harlo Capital, where he led the company’s legal, public affairs, and risk management functions.

Mr. Tsilivis held senior roles in the Office of the Mayor of Toronto from 2020-2023, including as Executive Director, Finance & Legal Affairs, where he provided strategic and policy advice on all issues relating to the City’s budget and finances. He played a critical role in the development and legislative implementation of three City operating budgets and in the City’s response to the financial impacts of the COVID-19 pandemic.

Importantly, in that role, Mr. Tsilivis managed the Mayor’s policing reform and community safety agenda following the 2020 calls for systemic change in policing, working collaboratively with the Toronto Police Service, the Board, City Divisions, and community partners. He also played a key role in establishing the City’s first-ever non-police crisis response program, the Toronto Community Crisis Service, which has since expanded city-wide, becoming Toronto’s fourth emergency response service.

Mr. Tsilivis’ contributions to public service and the legal profession were recognized when he was named one of Canadian Lawyer magazine’s Top 25 Most Influential Lawyers in 2022. He holds degrees in law, global affairs, and commerce.

Board Chair Shelley Carroll said the appointment marks an important step for the Board’s ongoing work to strengthen police governance and public trust:

“The Board is delighted to welcome Louis Tsilivis as our new Executive Director. Louis brings a rare combination of legal acumen, policy experience, and collaborative leadership. His understanding of both municipal governance and community safety will be invaluable as the Board continues its work to promote accountability, transparency, and meaningful engagement with Toronto’s diverse communities.”

Mr. Tsilivis expressed his commitment to the role, noting "I believe that public service is a privilege, and I am honoured to lead the thoughtful and hardworking team at the Board Office. I am committed to working collaboratively with the Board, the Service, and community partners to ensure adequate and effective policing and to create a safer city for all Torontonians.”

The appointment of Mr. Tsilivis follows a comprehensive and competitive selection process conducted by a panel of Board Members.

 


The Toronto Police Service Board is the civilian body responsible for governing the Toronto Police Service. The Board is responsible for ensuring the provision of adequate and effective police services in the City of Toronto, setting priorities and objectives for the Toronto Police Service, approving the annual police budget and selecting the Chief of Police.
