Hybrid meeting format and associated public health guidance
The Board’s meeting will proceed as a hybrid meeting. This is consistent with recent changes by the City of Toronto in the way it is holding its City Council and Committee meetings. We ask that individuals attending in-person consider the guidance provided by Toronto Public Health that “[m]asks are strongly recommended in indoor public settings.” As a result, the Board is recommending masking and physical distancing, and especially masking where physical distancing is not consistently possible.

Items of Interest at this hybrid Board meeting include:
CONTRACT AWARD FOR INFORMATION TECHNOLOGY INFRASTRUCTURE, HARDWARE, SOFTWARE AND SERVICES
The Board will consider a report from Chief Ramer recommending that the Board approve a contract award to OnX Enterprise Solutions Ltd. for Information Technology (I.T.) Infrastructure Hardware, Software and Services for a five year period from January 1, 2023 to December 31, 2027, plus two one-year extension periods, at a total estimated cost of $186.7M. As the report notes, the Service requires an I.T. infrastructure sourcing approach that meets the current infrastructure needs, and provides access to emerging on-premises and cloud technologies. Therefore, a Value Added Reseller (V.A.R.) was sought to support the current infrastructure while providing access to emerging technologies with the value-added benefits of bundled services that include infrastructure planning, design, implementation, and maintenance and support.
BUDGET VARIANCE REPORTS
The Board will consider a series of budget variance reports from Chief Ramer, including the 2022 Operating Budget Variance report for the Toronto Police Service, which notes that the Service is projecting a favourable variance of $4.1M for the period ending September 30, 2022. As the report details, expenditures and revenues will continue to be closely monitored for the rest of the year, recognizing that there are many unanticipated factors that will impact the final year-end result. The report also states that current staffing levels are impacting the Service’s ability to consistently deliver on day-to-day operational requirements. Therefore, the Service is hiring within the Operating Budget available in an effort to stabilize staffing levels to meet core service demands.
The Board will also consider a report from the Board’s Executive Director and Chief of Staff, Ryan Teschner, containing the Board’s Operating Budget Variance report, which anticipates no year-end variance of the Board’s 2022 Operating Budget.
