Louis Tsilivis, Executive Director

As the Executive Director of the Toronto Police Service Board, Louis is the Board’s principal advisor and is focused on advancing public trust, accountability, and safety through modern police governance.

Louis brings extensive experience in law, governance, risk management, and public finance. He has served as General Counsel of a private equity company and as a litigator at national law firm on Bay Street. He also worked in the Office of the Mayor as the Director of Budget & Finance, where he played a crucial role in the development of three City budgets, the City’s financial response to the COVID-19 pandemic, and the Mayor’s community safety agenda, including the development of the Toronto Community Crisis Service – the City’s first non-police crisis response program. For his work during the pandemic, he was named one of Canadian Lawyer’s Top 25 Most Influential Lawyers in 2022. Louis holds a Juris Doctor and a Master of Global Affairs from the University of Toronto and a Bachelor of Commerce from Queen’s University.
