The Strategic Plan for Policing in Toronto

A Shared Path Forward

The Board’s Strategic Plan is currently being developed to ensure the provision of effective, equitable, and responsive policing across Toronto. In line with the Community Safety and Policing Act, 2019 and the Board’s Strategic Plan Policy, this plan will outline our priorities, objectives, and performance measures to enhance community safety and well-being in Toronto. We are committed to a transparent and inclusive planning process, engaging with diverse community members, city officials, and organizations to align our efforts with local needs.  ​

On October 30, 2025, the Board released the What We Heard report that will inform the Strategic Plan for Policing in Toronto. As part of our commitment to a transparent and inclusive planning process, What We Heard captures more than 1200 voices – community members, advocates, service providers, business leaders, and Toronto Police Service Members – who shared their experiences and expectations for the future of policing in our city. This process was rooted in one shared goal: to listen honestly, act transparently, and build a police service that reflects the communities it serves.
