It is the policy of the Toronto Police Services Board that:
- The Chief of Police will develop and maintain procedures and processes for undertaking and managing investigations into youth crime;
- The Chief of Police will work, where possible, with local school boards to develop programs for safe schools, including establishing protocols for investigating school-related occurrences; and
- The Chief will develop pre-charge diversion programs for youth and ensure that officers are trained to refer youth to these diversion programs where appropriate.
