Protocol for Serving Legal Documents on the Toronto Police Service Board by Email and In Person
Introduction
This Protocol applies to the service of legal documents on the Toronto Police Service Board (Board) by email and in person. When serving a legal document on the Board, you should satisfy yourself about the specific rules for serving legal documents that apply to your document.
Means of Service

Unless the procedural rules applicable to your document specify other requirements for service by email, the email should be less than 10 MB and must include the following information:
- the sender’s name, address, telephone number and e-mail address;
- the date and time of transmission; and
- the name and telephone number of a person to contact in the event of a transmission problem.
After sending the legal documents, you will receive an automatic email response. This automated response does not constitute acceptance of service of any originating process (e.g. Statements of Claim, Notices of Application or any other legal documents commencing a legal proceeding).
While the Rules of Civil Procedure do not contemplate the service of originating process by email, the Board may accept service of originating processes by email.

Service of an originating process by email is only effective on the delivery date of the email from Board staff expressly accepting service. Any time periods arising from service will begin to run from the delivery date of the email from Board staff expressly accepting service.
Service in person:
Personal service can be made by leaving a copy of the legal document with a member of the Board staff at: 40 College St., Toronto, ON.

If no appointment has been made, the Toronto Police Service personnel at the Duty Desk at 40 College Street will advise you to contact the Board office.
Leaving a document with Toronto Police Service personnel (as opposed to Board staff) or at a Toronto Police Service Duty Desk is not proper service on the Board and will not be accepted as service.
