It is the policy of the Toronto Police Services Board that:
- Deputy Chiefs of Police will be responsible for the efficient, effective and economical operation of their respective area of command and perform such other duties as may be assigned to them by the Chief of Police;
- Deputy Chiefs of Police will regularly inform the Chief of Police of significant issues that may compromise the integrity of the police service or that may affect the operations of the Service;
- Deputy Chiefs of Police will assist the Chief of Police in the development of the Service’s goals and objectives based on the mission statement and service delivery priorities. In addition, Deputy Chiefs of Police will ensure that Unit Commanders under their command develop strategies to achieve the Service’s goals and objectives along with measurements for the success of those strategies;
- Deputy Chiefs of Police will ensure that day-to-day management decisions are consistent with the Service’s mission statement, goals, objectives, strategies, Core Values, as well as Board policies and will ensure that the Service’s vision is clearly communicated throughout their command area with an emphasis on maintaining public trust and the principles of community policing;
- Deputy Chiefs of Police will ensure that diversity is maintained as a priority in the recruitment, development and appointment of Service members;
- Deputy Chiefs of Police in charge of support commands will ensure that their Unit Commanders evaluate, on an ongoing basis, the functions performed by police officers in their area to determine the feasibility of redeploying officers to field duties;
- Deputy Chiefs of Police in charge of field commands will ensure their Unit Commanders monitor the deployment of their personnel, on a regular basis, to ensure adequate and effective delivery of service; and
- Deputy Chiefs of Police will evaluate the Unit Commanders under their Command on a regular basis and will define responsibilities and create accountability guidelines at all levels of the Service.
