TORONTO: The next scheduled meeting of the Toronto Police Services Board will take place on Thursday July 27, 2023 at 9:00AM.

Members of the public who wish to make a deputation may register using the regular process, at https://www.tpsb.ca/meetings/making-a-deputation. The request must be received no later than 12:00PM on Wednesday July 26, 2023.
Hybrid meeting format and associated public health guidance
The Board’s meeting will proceed as a hybrid meeting. This is consistent with recent changes by the City of Toronto in the way it is holding its City Council and Committee meetings. We ask that individuals attending in-person consider the guidance provided by Toronto Public Health that “[m]asks are strongly recommended in indoor public settings.” As a result, the Board is recommending masking and physical distancing, and especially masking where physical distancing is not consistently possible.

Presentation on Executing Search Warrants
The Board will hear a presentation from the Toronto Police Service regarding changes to the procedure dealing with executing search warrants. These changes are the result of a notification made by the Office of the Independent Police Director (OIPRD) in November 2022 in relation to dynamic entries, also known as the “knock and announce” rule. Subsequent to the notification from the OIPRD, the Service formed a working group to review the governance in this area, leading to updates to the procedure, which will be discussed as part of the presentation. In addition, the Toronto Police College was also engaged throughout the review process to ensure that governance was aligned with the training standards. The OIPRD was also engaged throughout the process, and the new procedure was posted publicly.
Update on the Implementation of Auditor General’s Recommendations
The Board will hear a presentation, and consider a report from Chief Demkiw, with respect to a progress update on the implementation of the recommendations made by the City’s Auditor General in two reports received by the Board in June 2022: Review of Toronto Police Service – Opportunities to Support More Effective Responses
to Calls for Service; A Journey of Change: Improving Community Safety and Well-Being
Outcomes and Toronto Police Service – Audit of 9-1-1 Public Safety Answering Point
Operations; Better Support for Staff, Improved Information Management and Outcomes. The Service tasked the Strategy Management unit with overseeing the implementation of the 51 recommendations made by the Auditor General over the two reports. As the report notes, the Service’s implementation strategy for the recommendations made in both of the Auditor General’s reports has been structured around the 5 key common themes and messages included in the “capstone” report that accompanied the Auditor General’s recommendations. Each are discussed in detail, providing information about the work completed to date, results achieved, and next steps.
Presentation on Toronto Police Service Professionalism and Accountability
The Board will hear a presentation and consider a report from Chief Demkiw on the issue of professionalism and accountability in the organization. Professionalism and Accountability is a pillar of the Toronto Police Service under the purview of Specialized Operations Command. The pillar is comprised of Awards and Recognition, Professional Standards Investigations, and Risk Analysis and Assessment. The Professionalism and Accountability report fulfils the Service’s compliance with reporting requirements regarding public complaints, Special Investigations Unit (S.I.U.) investigations, suspect apprehension pursuits, and the Early Intervention Program. The report also highlights the achievements of Service Members, as recognized through Service awards.
Of note, last year, 859 public complaints were received concerning the conduct of an officer, policies or services of the Service; of these, 539 of these complaints were screened out by the Office of the Independent Police Review Director (O.I.P.R.D.) and 320 complaints were investigated. In 22 cases, misconduct was identified, and in 45 cases, the complaint was resolved by informal resolution.
Toronto Police Services Board Budget Committee
The Board will consider a report from Dubi Kanengisser, Acting Executive Director, recommending the Board establish a Budget Committee for the purpose of reviewing the Service’s 2024 capital, operating, and the Parking Enforcement Unit’s budget requests, as well as the Board’s 2024 operating budget request, as they develop. The report also recommends the naming of the members of the Budget Committee, as well as a meeting schedule.
