Police Board to hold Hybrid Meeting on Friday December 16, 2022

TORONTO: The next scheduled meeting of the Toronto Police Services Board will take place on Friday December 16, 2022 at 9AM.
The agenda is available on the Board’s website at: https://tpsb.ca/meetings.
Members of the public who wish to make a deputation may register using the regular process, at https://www.tpsb.ca/meetings/making-a-deputation. The request must be received no later than 12:00PM on Thursday December 15, 2022.
Hybrid meeting format and associated public health guidance
The Board’s meeting will proceed as a hybrid meeting. This is consistent with recent changes by the City of Toronto in the way it is holding its City Council and Committee meetings. We ask that individuals attending in-person consider the guidance provided by Toronto Public Health that “[m]asks are strongly recommended in indoor public settings.” As a result, the Board is recommending masking and physical distancing, and especially masking where physical distancing is not consistently possible.

APPOINTMENT OF BOARD MEMBERS – TORONTO CITY COUNCIL
Toronto City Council, at its first meeting of November 23 and 24, 2022, appointed Councillor Lily Cheng, Councillor Vincent Crisanti, and Councillor Frances Nunziata to the Toronto Police Services Board, for a term of office ending December 31, 2024, and until their successors are appointed. The Councillors will be sworn in at the Board meeting.
LAST MEETING OF CHIEF JAMES RAMER
The Board will pay tribute to Chief James Ramer, at his last Toronto Police Services Board meeting as Chief.
MEMORANDUM OF UNDERSTANDING WITH OMBUDSMAN TORONTO
The Board will consider a report from Ryan Teschner, Executive Director and Chief of Staff, recommending that the Board approve a Memorandum of Understanding between the Board, the Toronto Police Service (the Service) and Ombudsman Toronto. It provides that the Ombudsman will carry out, on behalf of the Board, fairness investigations on matters of public interest where the quality of service to the public may be unfairly affected by Board Policies and directions, Service procedures, or the administration of services by the Service.
This work forms part of a broader and sustained commitment to police reform in which the Board has been engaged over the last several years. This relationship between the Board and the Ombudsman further increases the capacity of the Board and the Service to closely examine the policing services provided to the community in Toronto, and ensure high quality, fair and equitable services to all. This relationship joins other Board reform initiatives and actions being taken to strengthen the Board’s own internal capacity for evaluation of the impacts of its policies and directions.
BOARD’S MENTAL HEALTH AND ADDICTIONS ADVISORY PANEL – MEMBERSHIP RECOMMENDATIONS
The Board will consider a report from Lisa Kostakis, Board Member, MHAAP Co-Chair, and MHAAP Selection Panel Member, regarding the membership recommendations for the Board’s Mental Health and Addictions Advisory Panel (MHAAP). Given that three years had elapsed since the creation of MHAAP, on June 28, 2022, the Board announced it was accepting applications for new community members of MHAAP. The Board sought membership from a cross-section of sectors, representing a vast span of expertise, experience and perspectives. An emphasis was placed on including individuals with both client-focused and direct lived experience of mental health and addictions issues.
A Selection Panel was established, which reviewed every application, and conducted interviews with those who were selected to advance to that stage. As a result, thirteen individuals are being recommended as community members of MHAAP. The report also recommends that Kevin Haynes be named as MHAAP’s Community Co-Chair. In addition, the report lists the Service representatives, as named by Chief Ramer.
MEMBER WELL-BEING STRATEGY AND IMPLEMENTATION UPDATE
The Board will hear a presentation from the Service’s Wellness Unit regarding the Service’s Member Well-being Strategy and Implementation Update. The presentation will provide an overview of the Strategy, including its priorities, and implementation highlights and impacts. This will detail progress of the nine core tactics (which include embedded teams, the offsite health hub, and the development of an ecosystem of health and well-being supports), key partnerships and outcomes, and a roadmap to a future state, including an internal dashboard of data and metrics.
