Today, the Board held a Special Confidential Meeting for the Chief to brief the Board on the Rolling Loud Music Festival, and other events taking place in the City of Toronto from September 9-11, 2022, including the launch of the Toronto International Film Festival, along with numerous concerts and charity events. Board Members were briefed on the details of the operational plan, including: the priorities and objectives for the event (among them, public safety, crowd management, and continuity of policing services); the command and control structure; and the deployment plan and additional resources required. Board Members also had opportunities to ask questions of the Chief and obtain further information. The plans provided to the Board include the use of policing resources from other jurisdictions, assisting with pedestrian traffic and road closures, where required, and maintaining general policing services throughout the City of Toronto during the weekend’s events.
The requirement for enhanced information-sharing between the Board and Chief of Police is triggered in the case of a major event/operation or organizationally significant issue. The events of the September 9-11, 2022 weekend, and the policing resources that will be required to manage them, meet this threshold.
The Board has a responsibility in law to govern and oversee effective policing within its jurisdiction. As such, the Board has the responsibility to inform itself about the relevant operational plans for a major event so that it can ensure adequate and effective policing in the City of Toronto. These principles have been outlined in the 2012 report from the Honourable John W. Morden entitled “Independent Civilian Review Into Matters Relating to the G20 Summit,” and more recently reinforced in the April 2021 report by the Honourable Gloria J. Epstein, “Missing and Missed: Report of the Independent Civilian Review into Missing Person Investigations.”
The Board is supportive of the Service’s plan, as articulated by Chief Ramer, and the extensive work that is underway to ensure the safety of those attending the Rolling Loud Music Festival, those attending the other 45 events taking place at the same time, as well as the continued safety of the wider community.
