TORONTO: On May 14, 2026, the Toronto Police Service Board (Board) unanimously approved its first ever Strategic Plan (Plan) for Policing in Toronto. This Plan will guide the Toronto Police Service (Service) over the next four years in its efforts to meet the safety needs of Toronto’s diverse and growing population. The Plan meets a new obligation for the Board under the Community Safety and Policing Act. Most importantly, this major accomplishment of the Board acts as an opportunity to build a roadmap for the future of policing in Toronto grounded in enhancing accountability and prioritizing community safety. The Plan is an important milestone for the Board and is the culmination of a model process for community engagement and collaboration with the Service. This level of engagement and consultation is important to the Board as it remains focused on providing a modern, accountable, and community-centred police service.
The Plan establishes five key strategic priorities:
- Transparent and Trusted Governance
- Supporting an Agile and Engaged Workforce
- Increasing Safety in both Fact and Perception
- Evolving Policing in a Dynamic City and Changing World
- Reciprocal Partnerships Moving Policing and Communities Together
Each priority is supported by individual key actions and will be complemented by the Service’s operational plans. The Board will report on progress on an annual basis and the Plan will be subject to review in four years.

The Toronto Police Service Board is the civilian body responsible for governing the Toronto Police Service. The Board is responsible for ensuring the provision of adequate and effective police services in the City of Toronto, setting priorities and objectives for the Toronto Police Service, approving the annual police budget and selecting the Chief of Police.
