Toronto Police Service Board and Toronto Police Association Reach Multi-year Deal

New collective agreements go for ratification vote on April 17

April 12, 2025, Toronto, ON - After six weeks at the bargaining table, the Toronto Police Service Board and the Toronto Police Association have reached a tentative multi-year agreement that appropriately invests in retaining our best and brightest to keep Torontonians safe.  

This tentative agreement reflects our shared recognition of the value and dedication of the members of the Toronto Police Service. It includes important measures to support retention and ensure that policing in Toronto continues to attract and retain the skilled, committed community safety professionals our city deserves.

“This agreement marks a meaningful step forward—not only in recognizing the dedicated work of our officers and civilian members, but in aligning our investments with a modern, community-focused approach to policing,” said Councillor Shelley Carroll, Chair of the Toronto Police Service Board. “With the historic Multi-Year Hiring Plan and a renewed focus on retention and reform, we’re ensuring the Toronto Police Service is equipped to meet today’s challenges while continuing to build trust and safety in every neighbourhood.”

Throughout this process, both parties have remained committed to negotiating in good faith, with a focus on fairness, sustainability, and accountability. This agreement, complemented by the historic Multi-Year Hiring Plan approved by the Board in December, represents a balanced and strategic approach—providing meaningful support for our members while upholding our shared responsibility to deliver effective, compassionate and community-focused policing. 

“Our priority has always been to secure a deal for our members that appropriately recognizes their service, and we are proud to have accomplished this today,” said Toronto Police Association President Clayton Campbell. “We are eager to take this tentative agreement forward for a ratification vote. Not only will our current members finally feel like they’ve been heard but this deal will go a long way towards encouraging others to join our ranks.”

We are united in our commitment to ongoing, common-sense reforms that strengthen public trust, enhance transparency, and help our Members do their jobs safely and effectively. This agreement lays important groundwork to move that work forward together. 

We thank all those involved for their dedication to this process, and we look forward to continuing our work together in service to the people of Toronto. More than 8,500 uniform and civilian members of the Toronto Police Association will be invited to participate in a Special General Meeting on April 16, 2025, followed by a ratification vote starting on April 17, 2025.
