CORRECTION - POLICE BOARD TO MEET TUESDAY MAY 23, 2017
TORONTO: The next scheduled meeting of the Toronto Police Services Board will take place on Tuesday May 23, 2017 at 1:00 PM in the Auditorium, 40 College Street. PRESENTATION – THE WAY FORWARD – FIRST QUARTERLY IMPLEMENTATION UPDATE
The Board will hear a presentation and consider a report regarding The Way Forward First Quarterly Implementation Update. The final Transformational Task Force (T.T.F.) report was approved by the Board at its February 2017 meeting. In its final report, entitled The Way Forward (T.W.F.), the T.T.F. described an action plan that defines the path to excellence for the Service. As part of its active accountability for modernization, it includes a commitment to quarterly reporting to the Board; this is the first of these reports. This action plan includes 32 recommendations to modernize the Service, each of which has been grouped into work streams. The report includes information on early successes and achievements, consultation, engagement and communication initiatives and detailed status updates with respect to each of the recommendations.
ANNUAL REPORT – PUBLIC SECTOR SALARY DISCLOSURE
The Board will receive a report from the Chief, deferred from its April 20, 2017 meeting, with respect to the 2016 Annual Report on public sector salary disclosure. In accordance with the Public Sector Salary Disclosure Act, 1996, the Toronto Police Service is required to disclose the names, positions, salaries and taxable benefits of employees who were paid $100,000 or more in a year. As the report indicates, in 2015, 4758 employees earned more than $100,000; this includes 1667 employees whose base salary is normally under $100,000. The earnings for these employees were the result of their combined base salary, premium pay, paid duty earnings and other payouts, including final payments upon separation.
OMBUDSMAN’S REPORT REGARDING OVERSIGHT OF TTC TRANSIT ENFORCEMENT UNIT
The Board will consider a report from Ms. Susan Opler, Ombudsman, City of Toronto regarding an investigation into the Toronto Transit Commission's oversight of its Transit Enforcement Unit. The report is a result of an inquiry into an incident that took place on January 29, 2015 at Union Station where social media videos recorded a physical altercation between two TTC employees and two members of the public. As the report notes, 26 recommendations have been made aimed at improving public accountability of the Transit Enforcement Unit. The recommendations, directed to the TTC, include examining the incident to consider whether it could have been avoided and whether policies or procedures to prevent a similar incident should be implemented, and amending the use of force policy and training materials to clearly outline the importance of de-escalation as an alternative to the use of force.
